&lt;p&gt;it makes me wonder about dogs and cats.  is the stigma there just way too high, so anyone who sends fido or felix to asia has to be even more hush hush than someone who rounds up flicka?  or is there just alReady a law, and horses were later in coming because we already slaughter them for glue or something?&lt;/p&gt;
